Yes. Just use Raspbian. Don’t use LIBREElec at all
1. Install Raspbian

2. sudo apt-get install kodi (This will put Kodi **v17 Krypton** on it

3. Configure kodi to run at boot

4. install pi-hole

5. Configure pi-hole

6. Reboot and enjoy
