How do animals know to look us in the eye? Shouldn't they be looking at our moving parts, like, for example, our mouths when we're talking to them?

When I point my finger at something, Newt will stare diligently at it. (My finger, not the object I'm trying to direct him to.) he's such a babyhead.

Do you look at someone's moving mouth when they are talking to you?

Don't forget - we to are animals, not much different from our furr(ier) friends.
We just happen to have an (over)developed nervous system ;)
