Without sticking my nose in them, I would venture to say that they are a fancy cultivar of geraniums (Pelargonium - not the wild type).

they look like geraniums. There are a lot of different kinds. The leaves are typical of geraniums.

I think they're hollyhocks? Or delphiniums? I get those two confused. I had some just like those a couple summers ago.
