DC Comics' two major villains, Lex Luthor and the Joker, are basically Doc Savage and the Shadow with Evil Mirror Universe goatees slapped on.

I can see some truth in that observation. But I think it mostly stems from the fact that Supes was largely inspired by Doc Savage and Batman and the Shadow and naturally their respective arch-villains somewhat mirror them.

That's a superb counterpoint, and one that I didn't think of at all.

Almost all DC guys have a counter-player... Reverse Flash, Sinestro, Cheetah... Even Swamp Thing's Arcane was sort of Man vs the Elemental Earth vibe.
