That quote is all over the web. A google search on "H. G. Wells," "bicycle," and "adult" got 850 results. Gleaned from just the first three pages, I found the following sites specializing in quotations:

The problem is that none of these sites give the source or the date of any of the things they quote.

well, he was born in 1866 and died in 1946... so that narrows it a bit, as long as he didn't build that time machine. :)

Oh, he wrote the bulk of his works before 1914.
