What would you think of a world where, in 1934, the United States didn't pass the National Firearms Act and ban "gangster weapons" (sawed-off shotguns, brass knuckles, switchblades, and so on) and instead passed the National Vigilance Act, expanding the powers and responsibilities of individuals to perform citizens' arrests. Fast forward to the present, where law enforcement is a privatized government-regulated than government-controlled venture and pulpish heroes and masked avengers abound.
