Poor Newt. At least he isn't traumatized though and constantly hiding/crying. I've had kitties do that.
All and all I'd say he's being a pretty good boy, and it's amusing when cats hiss at people anyway ;)

It looks like it's getting really bad, so I'm glad you posted to let us know you're safe.
LA airport was closed down just a little while ago because of a suspicious person and a flashlight that exploded.

The lucky thing for you may be that you rent and don't own in case there is heavy damage. I hope your landlord is wrong and that he does find wood to put on your windows.
